"Plus d'une décennie après la déclaration de guerre d'Al-Qaida contre les Etats-Unis, les agences d'espionnage américaines n'ont pas réussi à placer des informateurs dans cette organisation." Dans son édition du jeudi 20 mars, le Washington Post rapporte que ce constat, qui était d'actualité au lendemain du 11-Septembre, l'est toujours aujourd'hui, car les services américains n'ont pas su s'adapter à de nouvelles exigences.


Selon le quotidien, l'échec des services américains est dû en grande partie au fait que la CIA et le FBI ne possèdent pas de fonctionnaires parlant couramment les langues arabes ou ayant une expérience qui pourrait faciliter le recrutement d'informateurs compétents. "Nous sommes un peu coincés dans une approche datant de la guerre froide, constate un membre des services américains cité par le Washington Post. Mais c'est une cible bien plus difficile que les Soviétiques. Ces gens sont de vrais croyants. Ils vivent selon leurs principes, pas dans la luxure."

INFILTRER LES RÉSEAUX RADICAUX PREND BEAUCOUP DE TEMPS


Pendant la guerre froide, la CIA avait réussi à recruter des espions du KGB avec de l'argent, rappelle le quotidien. Un exemple parmi d'autres est celui de Sergueï Tretyakov, un agent soviétique à l'ONU "retourné" par les services de la CIA avec la promesse d'une vie meilleure sur le sol américain. Les chefs de guerre afghans, et même certaines branches d'Al-Qaida, notamment celle qui opère en Irak, sont également susceptibles d'être tentées par l'appât du gain. Mais le noyau dur, en Afghanistan et au Pakistan, y reste insensible, tout simplement parce que Washington a négligé de prendre en compte le facteur religieux dans sa politique de contre-terrorisme, relève l'article.

A ces lacunes s'ajoutent toutes les occasions ratées et les erreurs accumulées au long des années. Certains jugent même qu'il est désormais trop tard pour espérer rattraper le retard perdu. "Je ne pense pas que l'on puisse pénétrer le réseau désormais", explique Alain Chouet, qui a dirigé jusqu'en 2002 le Service de renseignement de sécurité, une subdivision de la direction générale de la sécurité extérieure (DGSE) chargée de suivre les mouvements terroristes. Infiltrer les réseaux radicaux prend beaucoup de temps, explique-t-il, et même si les espions réussissent, ils deviennent "facilement superflus", en raison des missions-suicides qui concernent même les plus haut dirigeants de la nébuleuse.


La lenteur ou l'inaptitude de l'espionnage américain, déjà mises en évidence par la commission d'enquête du Congrès sur le 11-Septembre, apparaît d'autant plus flagrante que les services français, par exemple, ont produit de bien meilleurs résultats. Entre juillet 2000 et octobre 2001, le service de renseignement de sécurité de la DGSE a livré 328 pages de notes, rapports, cartes, graphiques et photos décrivant très précisément le fonctionnement d'Al-Qaida, en se basant notamment sur le travail d'espions ouzbeks infiltrés. L'information, transmise à la CIA en janvier 2001, n'aurait jamais été utilisée pour prévenir les attentats du 11-Septembre.


Cependant, le milieu du contre-terrorisme américain reste optimiste sur les chances d'avoir, un jour, un espion dans les plus hautes sphères d'Al-Qaida, écrit le Washington Post. "Le réseau possède une faiblesse : il reste dépendant de l'arrivée de nouveaux venus pour étoffer ses rangs, et des agents pourraient être introduits à cette occasion."

دراسة أمريكية: خيار القوة لا يُجدي نفعًا في محاربة تنظيم القاعدة

مفكرة الإسلام: أكدت دراسة أجرتها مجموعة بحث أمريكية، ونشرت اليوم الثلاثاء، أنه يتعين على الولايات المتحدة تغيير إستراتيجيتها في محاربة تنظيم القاعدة والتقليل من الاعتماد كليًا على خيار القوة.
وقالت الدراسة التي أنجزتها مؤسسة "راند كوربوريشن" وهي مركز أبحاث مهم يعمل غالبًا للجيش الأمريكي، وتموله الحكومة الأمريكية: إن القضاء على الجماعات "الإرهابية" لا يمكن أن يتم بين عشية وضحاها، وأن هذا العمل يقتضي الاعتماد على السياسة والعمل الاستخباراتي أكثر من الاعتماد على القوات المسلحة (الجيش).
وأوصى "سيث جونز"، رئيس الفريق الذي أجرى الدراسة، الولايات المتحدة بالتخلي عن مصطلح "الحرب على الإرهاب"، واستخدام مصطلح "مكافحة الإرهاب" بدلاً عنه.
ورأى جونز أنه ليس هناك حلول ميدانية لهذه الظاهرة، وأنه لا ينبغي مجابهتها بنفس الأسلوب الذي تجابه به حركات التمرد. وقال: "تحليلنا يُظهر أنه لا يوجد أي حل للإرهاب في ساحة المعركة" بحسب وكالة فرانس برس.
وقامت مؤسسة "راند كوربوريشن" بدراسة كيفية اختفاء الجماعات "الإرهابية" منذ العام 1968، وخلصت إلى أن 7% منها فقط تم القضاء عليها عسكريًا، موضحةً أنه تم شل كثير منها عبر اتفاقات سياسية (43%) أو عبر اللجوء إلى قوات الشرطة والاستخبارات (40%) لاعتقال أو قتل قادتها.
إعادة التفكير في إستراتيجة مكافحة "الإرهاب":
ورأت الدراسة أن ذلك يشير إلى ضرورة "إعادة التفكير بصورة جذرية في إستراتيجية مكافحة الإرهاب بعد 11 سبتمبر 2001".
وتؤكد الدراسة أن الإستراتيجية العسكرية لم تنجح، لافتةً في هذا الصدد إلى ظهور القاعدة على الحدود الباكستانية الأفغانية بعد سبع سنوات على هجمات 11 سبتمبر.
وشددت الدراسة على أن الشرطة والاستخبارات "ينبغي أن تشكل العمود الفقري في الجهود الأمريكية"، كما اعتبرت أن "القوات العسكرية المحلية غالبًا ما تعتبر أكثر شرعية للتحرك من الولايات المتحدة ولديها معرفة أكبر ببيئة العمليات".
وحذرت الدراسة من أن تدخل الجيش الأمريكي في المجتمعات المسلمة قد يحرك ما وصفته بـ "نزعات إرهابية".

It is not surprised when we turn to the pages of history and we also see when the former Soviet Union and its hand picked communist regime use to come under attacks or when the Mujahideen use to conquer any part of Afghanistan, Russian intelligence (KGB) then was quick to blame all the attacks on the neighbour country "Pakistan", it proclaimed that Pakistan had sent its forces into Afghanistan, who were directly taking part in the war and were supporting the Mujahideen, where as, the Russian forces who wanted to occupy Afghanistan, continued their mass killing of innocent civilians, ignoring the Islamic and national values and tried to imposed its ideology, which was to slave the courageous people of Afghanistan. As a result, Soviet Union and its puppets struggled to terminate the greatest struggle jihad, which in its early stages started poorly but with time it picked up its pace to the point where Soviet Union the supper power of the world was defeated, in the process millions of people were martyred, millions left their homes and emigrated to Pakistan. However, Soviet Union never admire or acknowledge the gallantry and steadfastness of Afghan people, instead the world was presented with an image that it was Pakistan and CIA financial and logistical support that played a pivotal role in bring down the Soviet Union, not the Afghans.

American, NATO and the current puppet administration of Kabul are doing exactly the same as the former Soviet Union and its puppets communist regime did, they are trying to implement cheating polices, which will help them continue their illegal occupation, thus increasing the problems of Afghanistan, also using the country to test out their latest weapons of mass destruction, mass killing of innocent people, taking away people rights of independence and scoffing with the religious and national cultures, to all this the reaction of Afghan people is of defiance, they are scarifying their lives for liberating their country from the invaders, and are not willing to except a anti-human democracy, to counter this the invaders and its puppets regime are using the same propaganda which was used by the former communists, that Pakistan is directly supporting the Taliban and that the Taliban are its creation, this to divert the realities of their defeats on the ground.

Islamic Emirate of Afghanistan, sees the American led crusaders coalition as the former Soviet Union, who is trying to hand over the credit of the current Jihad to the neighbouring countries mostly Pakistan, with it they are trying to draw suspensions to the Jihad. We know that this deceiving satanic police has not fooled the Afghan people, who understand what roles the neighbouring countries played when American and NATO forces attacked Afghanistan, it show great ignorance of people who believe that the same neighbouring countries who provided their lands from where America and NATO forces launch their attacks and who are still providing their air spaces, as well as are the supply line of the invaders would now be helping the Taliban.

Intelligent people will never agreed for claiming to be supporting the Taliban is the real reason why the American and NATO forces are attacking the Muslims of Pakistan tribal areas, on the other side of this they have lost more than a hundred of their soldiers during the last month in Afghanistan. German news agency "DPA" issued a report last week, which mentioned that the ferocity of Taliban attacks in the last few months have made America start a new falsification policy in the media, it seem that Americans can not fight against the Taliban as they have fearer of being attacked by the Taliban.

Al-Qaida senior leader grants rare TV interview

In a rare move, one of al-Qaida's highest-ranking leaders has conducted an on-camera interview with a journalist and, in the process, called for the destruction of Pakistan's government.

It was the first time since 2002 that any top al-Qaida official has taken the security risk of sitting down for an interview with a bonafide journalist.

Abu Mustafa al-Yazid, an Egyptian whom U.S. intelligence officials have identified as the al-Qaeda's third highest-ranking official, sat for an interview with Najeeb Ahmad, a reporter for Geo TV. Geo TV is a private Pakistani television channel.

In the interview, Yazid, also known as Sheikh Saeed, called for the destruction of Pakistan's government which he said had "betrayed" the jihadis. Yazid swore that al-Qaida would recapture Afghanistan. And he reiterated al-Qaida's position that "all Americans, not just the American government" are the enemies of Islam.

The interview took place in Khost in eastern Afghanistan. Ahmad, the Geo reporter, is the president of the Karachi Press Club and said he used a Palestinian intermediary to arrange the interview. It took three months to arrange and took place a few days ago, Geo said. Ahmad traveled to Peshawar, near the Afghan border, where he was given dark glasses and driven to the interview site, according to Geo who called the interview "a worldwide exclusive".

Veteran Operative:
Yazid is a veteran al-Qaida operative. He was involved in the assassination of Egyptian President Anwar Sadat in 1982, and befriended al-Qaida's No. 2, Dr. Ayman al-Zawahiri, while in Egypt. Yazid joined the Afghan jihad in 1998, after first linking up with Osama Bin Laden in Sudan.

U.S. officials have said that Yazid rose to his current position within the past year. Prior to that, he had been "chief financial officer and leader of al Qaeda's finance committee," said the officials. Some U.S. investigators believe he was the ultimate source of the money wired to Mohammed Atta, ringleader of the 9-11 hijackers, before the September 11th attacks.

Indeed, in the 9-11 Commission report, the authors described Yazid (referred to as Sheikh Saeed) as a "chief financial manager" who opposed the plan to attack the U.S. on 9-11.

"Mullah Omar is reported to have opposed this course of action for ideological reasons rather than out of fear of U.S. retaliation. He is said to have preferred for al Qaeda to attack Jews, not necessarily the United States. KSM [Khalid Sheik Mohammed] contends that Omar faced pressure from the Pakistani government to keep al Qaeda from engaging in operations outside Afghanistan. Al Qaeda's chief financial manager, Sheikh Saeed, argued that al Qaeda should defer to the Taliban's wishes. Another source says that Sheikh Saeed opposed the operation, both out of deference to Omar and because he feared the U.S. response to an attack," according to the 9-11 Commission report.

Yazid succeeded Abu Ubaida al-Masri, who died of hepatitis in Pakistan, about a year ago.

Ben Venzke, an expert on al-Qaida propaganda, says that Yazid is "the most senior person who is publicly visible" in al-Qaida today.

In the recent television interview, Yazid says the government of Pakistan has done the most harm to Islam of any Islamic state. The mujahadeen protected Pakistan from the Soviet Army and then Pakistani President Pervez Musharraf "betrayed us," he said. Musharraf, he told Geo, had allied himself with "the modern day pharaoh and violated our trust." He added, as Bin Laden has stated since 1998, that "all Americans are our enemy now not just the American government."

Yazid swore that al-Qaida will retake Afghanistan, and he and claimed in an interesting bit of bureaucratic rivalry that al-Qaida is not a creation of Bin Laden but has its roots in Egypt. al-Qaida and Egyptian Islamic Jihad merged in June 2001.

Yazid confirmed that al-Qaida was responsible for the June suicide bombing at the Danish Embassy in Islamabad. A Saudi terrorist came from Mecca to "avenge the Prophet" for Danish cartoonists' "blasphemy," Yazid said. "We insured there was no collateral damage," he claimed.

Rare Interview:
This is the first interview of an al-Qaida leader since May 2002, when two key figures in the 9-11 attacks, Khalid Sheik Mohammed and Ramzi bin al-Shibh, were questioned by a reporter for the al Jazeera television network. That interview aired months later, on the first anniversary of the 9-11 attacks. (Pakistani forces in Karachi arrested bin al-Shibh in Karachi a day before the interview was broadcast.)

The U.S. has long targeted al-Qaida's third-highest-ranking officials, because they believe the men who occupy that position are the chief operational officers of the terrorist group. Former CIA Director George Tenet wrote in his book that the No. 3 is al-Qaida's director of international operations. "In particular, our focus was on the individuals in charge of planning operations against the United States," Tenet wrote.

Unlucky Number 3:
Since 2001, the U.S. has killed or captured five of the terror group's Number 3s:

--In November 2001, U.S. fighter jets bombed the hideout of Mohammed Atef in Kabul, killing him.

--In February 2002, CIA and Pakistani intelligence officials captured Abu Zubaydah in the Pakistani city of Faisalabad, following a gunfight in which Zubaydah was severely wounded.

--In March 2003, CIA and Pakistani intelligence officers captured Khalid Sheikh Mohammed in a house in Rawalpindi, Pakistan.

--In May 2005, Pakistan intelligence officers captured Abu Faraj al-Libi as he rode a motorbike through a cemetery in the Pakistani city of Mardan. (Haithem al-Yemeni, a potential successor to al-Libi, was killed by a Predator in Pakistan near the Afghanistan border a week later).

--In December 2005, Hamza Rabia, Abu Faraj's successor, was killed in a Predator attack in the village of Asorai, in western Pakistan near the town of Mirali.

Today, U.S. officials say that the current No. 3, Yazid, is a target of the U.S. as well.

قال كبير القضاة في انجلترا وويلز إن مبادئ الشريعة الإسلامية يمكن أن تلعب دورا في بعض جوانب النظام القضائي.

وفي كلمة له في المركز الإسلامي لشرق لندن في وايتشابل، قال لورد فيليبس إن الشريعة الإسلامية عانت من "سوء فهم واسع النطاق".

وأضاف: "ليس هناك ما يمنع أن تستخدم قواعد الشريعة، كأساس للتوسط في القضايا, ولا يوجد ما يمنع من اللجوء لقواعد الشريعة الإسلامية في حل النزاعات".

وأضاف: "من الممكن في هذا البلد لأطراف أي اتفاق تعاقدي أن يختاروا الاحتكام في الاتفاق لقانون آخر غير قانون انجلترا وويلز".

وقال فيليبس: "ليس إجراء ثوريا أن نتبنى اللجوء للشريعة في النزاعات الأسرية على سبيل المثال".

لكنه نوه إلى انه ليست هناك إمكانية لتشكيل محاكم إسلامية في المملكة المتحدة, ولا مجال كذلك لتطبيق العقوبات الجسدية.

استخدام بعض جوانب الشريعة "لا مفر منه"
وكان أسقف كانتربري روان ويليامز قد أثار موجة من الجدل عندما قال إن استخدام بعض جوانب الشريعة يبدو "لا مفر منه".

واقترح ويليامز أن تلعب الشريعة دورا "في بعض جوانب قوانين الزواج وتنظيم المعاملات المالية وطرق الوساطة وحل النزاعات".

التصرفات العنصرية تزداد

في سياق آخر, احتل موضوع المسلمين في بريطانيا مساحة واسعة في صحيفة الاندبندنت, حيث نقلت تصريحات الوزير البريطاني المسلم شهيد مالك إن المسلمين في أوروبا يشعرون أنهم مستهدفين, وان التصرفات العنصرية ضدهم تزداد.

وفي مقال آخر تحت عنوان: "كراهية الإسلام هي مرض بريطانيا الجديد, يقول بيتر اوبورن كاتب المقال إن الفجوة تتسع بين المسلمين وباقي المجتمع في بريطانيا، وأشار إلى أن مسلمي بريطانيا مجردين عمليا من كل نفوذ.

ويختم الكاتب مقاله بالقول انه يجب منح المسلمين الحماية نفسها التي تحظى بها مجمل فئات المجتمع البريطاني.

قال أول وزير بريطاني مسلم إن مسلمي المملكة المتحدة يعاملون "كما كان يُعامل اليهود في أوروبا" أوقات اضطهادهم.

وقال الوزير شهيد مالك، الذي عينه جوردون براون وزيرًا بوزارة التنمية الدولية في الصيف الماضي: "لقد أصبح مشروعًا أن يتم استهداف المسلمين في الإعلام وفي المجتمع بشكل عام وبصورة غير مقبولة مع أي أقلية أخرى .. وبدرجة تشعر المسلمين البريطانيين بأنهم غرباء في بلدهم".

وأوضح مالك أن وجه مقارنته بين ما يعانيه المسلون في بريطانيا وما عاناه "يهود أوروبا" يتمثل في أن استهداف اليهود في أوروبا كان مسموحًا واستهداف المسلمين في بريطانيا أصبح كذلك، كما قال.

وأكد مالك، حسبما أوردت صحيفة "الإندبندنت" البريطانية، أنه تعرض شخصيًا لسلسلة من الاعتداءات العنصرية منها إحراق سيارة عائلته ومحاولة صدمه بسيارة في إحدى محطات الوقود.

كراهية الإسلام هي مرض بريطانيا الجديد:

ونشرت الصحيفة البريطانية مقالاً حمل عنوان "كراهية الإسلام هي مرض بريطانيا الجديد"، أكد فيه كاتبُه بيتر اوبورن، أن الفجوة تتسع أكثر فأكثر بين المسلمين وباقي المجتمع في بريطانيا.

وجاء في المقال أن نظرة الشك تجاه المسلمين البريطانيين قد وجدت طريقها إلى المجتمع الواسع ولا يبدو أن أحدًا ما يكترث بذلك.

ويشير المقال إلى حوادث اعتداء يتعرض لها المسلمون في بريطانيا وبخاصة بعد هجمات الحادي عشر من سبتمبر على أمريكا دون أن يتطرق لها الإعلام بشكل يكفي.

ويتساءل كاتب المقال عن سبب فقر مسلمي بريطانيا وانعزالهم عن المجتمع؟، مشيرًا إلى أن مسلمي بريطانيا مجردون عمليًا من كل نفوذ، بحسب رأيه.

ويقول الكاتب، وفق ما نقلت "بي بي سي"، إن الإحصائيات تشير إلى أن أعلى نسبة بطالة في بريطانيا هي بين المسلمين كما وجدت عندهم نسبة عالية جدًا من المعوقين ونسبة عالية من نقص التعليم؛ ما يجعل المسلمين أقل ثقة بنفسهم، كما يقول.

وخلص الكاتب "بيتر اوبورن" إلى أنه يجب منح المسلمين الحماية نفسها التي تحظى بها مجمل فئات المجتمع البريطاني.
